Update the student on what is happening, what is pending, when the next update will occur, and what to do if conditions change. Return to C — Coordinate Resources for fit, resource state, waiting-plan, or failed-route work.
Inside A — Assure Continuity
Complete Sweep through Map and Assign before transfer. Release only after Verify confirms operational acceptance. Return to A — Assure Continuity when acceptance, retained responsibility, first receiving action, or connection is unclear.
Selected → Attempted → Received → Accepted → Connected → Transferred → Completed → Verified
Unavailable, declined, delayed, and failed are exception states. A referral, notification, arrival, or contact does not prove acceptance, transfer, completion, or verified outcome.
