Use every field tool through five actions

Carry and govern the completed tool

- Label reports, observations, decisions, inferences, and unknowns accurately.
- Share the minimum necessary information for the recipient’s function.
- Keep open actions, current owners, timing, contingencies, and verification visible.
- Retire local copies when routes, authority, procedures, or version status change.
